Invalid ogg files are locked

Invalid ogg files are locked.
There was a bug in the C++ wrapper for reading invalid
Vorbis files, which caused the file to stay open until
the apllication was closed. In this case the
application is usually the Windows Explorer.

The fix is in the CVS and will go into the next
release.
